Pomerleau, a leader in the Canadian construction industry, contracted Matrix HR to collaborate with them for a federal project called B Jetty Replacement in 2019.

B Jetty Replacement – Federal Project

Groundwork for the project kicked off in 2019 with the creation of a talent pipeline for the tradespeople required for the completion of the project and acquiring OLISS clearances for the qualified candidates. Trades required for the project:

  • Cement Finishers
  • Carpenters
  • Rebar Workers
  • Rodbusters
  • Iron Workers
  • Skilled Labourers
  • Supervisory Roles

Matrix HR designed a customized staffing strategy to meet the labour requirements of Pomerleau.

  • Capitalized on Internal Database: Matrix HR leveraged an ever-evolving internal database of over 25,000 tradespeople to identify the right candidates for the project.
  • Activated Social Media: Matrix HR has a great social media presence with over 50,000 followers (majority of the followers are potential candidates) on social media channels.
  • Focused Advertising: Matrix HR also invests in targeted paid ads like Google, Facebook, Indeed, LinkedIn, Instagram, and Better Teams that populate to boards like Zip Recruiter, Monster, Glassdoor, and Adzuna ensuring the right candidates for the roles are identified and placed at the respective projects.
  • Reference Network: Matrix HR has cultivated a strong community of existing and previous employees and employers through our continual engagement efforts. This effort supports our recruiting endeavor through reliable references and an organic growth to our potential candidate pool.
  • OLISS Clearance: Matrix HR strives to ensure our clients are serviced in the best way possible. This required registering Matrix HR on OLISS (Online Industrial Security Services) and acquiring OLISS clearances for our Senior Management team.

We Go The Extra Mile

Despite long waiting periods, Matrix has successfully built a universe of potential candidates. 78 candidates have already been cleared and 109 are currently queued up for clearance and upon clearance will serve as the talent pool for potential placement at the site. Matrix HR mobilized the first crew to the site in June 2021 adhering to the timelines defined by Pomerleau and currently has 30 tradespeople on site with a very low attrition rate of 5%.


Pomerleau recognizes the value Matrix HR brings to the project and has contracted our team to provide workforce resources for the project through completion.
